"To improve the appeals b a c k l o g , e d u c a t i o n o n claims processing must tar- get both suppliers and con- tractors," Brummett wrote. Finally, AAHomecare rec- ommends that CMS "evalu- ate policies that are dispro- portionally contributing to the appeals backlog and adjust the language to meet the intent of the requirement by allowing for some flexibility," Brummett wrote. C2C Innovative Solutions, the Qualified Independent Contrac- tor that is conducting the phone demo, is already doing this on an informal basis, says Andrea Stark, a reimbursement consul- tant with MiraVista. CMS has made the unprecedented move of giving C2C "discretion" to over- look minor technical errors that would, otherwise, sink a claim, she says. "That's something we haven't seen before," she said. C2C can make those kinds of connections that give providers the benefit of the doubt." CMS has also been expand- ing the demonstration on its own. In March, C2C Innovative Solutions will begin consider- ing cases for manual wheel- chairs, external infusion pumps, power wheelchairs, prosthetics, miscel- laneous respiratory products and surgi- cal dressings. "Where the ALJ is seriously backlogged, this is really the first C M S i n n o v a t i o n that is really worth a darn," Stark said. In February, C2C began con- sidering cases for orthotics, med- ications, NPWT, lymphedema pumps and repairs; and in Janu- ary, for CPAP devices, hospital beds, enteral nutrition, support surfaces, nebulizer meds, osto- my and urological supplies, and therapeutic shoes. When C2C kicked off the five-year demo in 2016, it considered cases only for oxygen equipment and diabetes testing supplies. C2C is also working with larg- er providers to work on consoli- dating multiple cases to make the process more streamlined, Stark says. "Otherwise, they're doing them all onesie-twosie," she said.
